The Rise of Hate Speech Against African Migrants in Algeria: SHOAA Sounds the Alarm
SHOAA is deeply concerned about the alarming rise of hate speech, racism, and incitement against Sub-Saharan African migrants in the public space of Algeria, in light of the growing diplomatic tensions between Algeria and the Republic of Mali.
The organization has observed with great concern this escalation of racist rhetoric, especially on social media platforms, where it has spread widely, with some of it even being voiced by political or public figures, highlighting its increasing danger and negative impact in fueling hatred and discrimination within society.
While strongly condemning all forms of racism and hate speech, SHOAA affirms that any incitement to violence or hatred based on color, origin, or legal status is a blatant violation of human rights principles. It reminds that the protection of human dignity remains a collective responsibility that should never be neglected or politicized.
The organization points out that African migrants in Algeria are among the most vulnerable groups, living in harsh conditions, and that targeting them in public discourse poses a direct threat to their security and well-being, in addition to being a clear violation of Algeria’s international commitments, particularly the International Convention on the Elimination of All Forms of Racial Discrimination.
Therefore, SHOAA calls on the Algerian authorities to:
Take immediate action to stop incitement and hate speech, whether through the media or on social media platforms.
Ensure the protection, safety, and rights of African migrants in accordance with national laws and relevant international treaties.
Hold accountable those who incite hatred or call for forced expulsion outside of legal frameworks.
SHOAA also calls on the United Nations, the United Nations High Commissioner for Refugees, and international human rights organizations to urgently intervene to monitor the developments in Algeria, provide support and protection mechanisms for Sub-Saharan migrants and refugees, and ensure that Algeria upholds its international human rights commitments.
